Step 1: Restore Law and Order
The Goal: Train young people who are currently "Not in Education, Employment, or Training."
The Result: Visible, disciplined, and uniformed guardians on the streets in high-crime zones, creating a "visible deterrent" that purely state-run police forces are struggling to provide.
Step 2: Claim Our Spaces
Law and order is not just about arresting criminals; it is about physical presence.
The trained guardians are deployed to reclaim public spaces that have been lost to decay and criminal syndicates.
Step 3: Investment and Redevelopment
Security is the precursor to prosperity. Money is cowardly; it flees from chaos.
Once the Gatvol guardians secure a zone (Step 1 and 2):
-Business Returns: Businesses can operate without fear of crime.
- Foot Traffic Returns: People shop until later in the day because they feel safe.
- The Multiplier Effect: Existing businesses expand, creating more jobs beyond the security sector.
